New Procedure for Handling Service Reports: Pryncyp’s experts worked in a joint team with Ministry of Defence

In August 2024, the Procedure for Organising the Handling of Service Reports by Military Personnel within the Ministry of Defence of Ukraine was published. Pryncyp’s experts worked in a joint team with specialists from the Ministry of Defence to develop this document. The contributions of our analysts and legal experts formed the foundation of the procedure.

Details:

  • service reports can be submitted orally and in writing (on paper or electronically). This means that military personnel have the right to report verbally, including through technical communication. This enables the submission of a report, even “from scratch.”
  • a military personnel cannot be denied consideration of a report due to formatting issues or spelling mistakes.
  • the Army+ application provides templates for common types of reports. Military personnel are able to fill them out and submit them by entering their user ID number.

Oral reports are reviewed immediately, and no later than written (paper) reports.

A key improvement is the standardisation of deadlines for report processing, which have finally been formalised. All direct commanders are required to review reports:

  1. Immediately, but no later than 48 hours after submission, for issues related to military discipline, the duties of personnel during the execution of combat orders (instructions), the protection of life and health of personnel, family leave, and other valid personal circumstances.
  2. No later than 14 days from the date of submission, for all other issues.

The procedure guarantees that no military personnel can be held liable simply for submitting a report. It also places responsibility on the leadership of military command bodies and on commanders of military units and subdivisions to organise and ensure compliance with this procedure and its deadlines.

This procedure applies to military personnel of the Ministry of Defence of Ukraine, the Armed Forces of Ukraine, and the State Special Transport Service.
